:bulletorange: All submissions must be pack related. Individual emotes or non-emote submissions wont be accepted.
:bulletyellow: Please ensure all submissions are your own work.
:bulletgreen: There is no set standard for submissions to be accepted in the gallery, however badly designed or unusable packs will be rejected.

There's a range of programs you can use including everything from Photoshop, Paintshop pro and Fireworks down to free programs like MS Paint, GIMP, and Paint.Net

I can't say if there are any CS5 specific, but there are a number of tutorials for Photoshop over at #Emotication (check out the tutorial journal or the faves folders). I think a number of them are for CS3 or CS4, but the process will be similar/the same.
